Todd Porter completed his EMT- Basic in 1978 while attending Mandan High School. After graduating, he worked full-time for the Mandan Fire Department and Mandan Ambulance Service while attending Bismarck State College. In 1980, Todd was accepted into the Paramedic Program at Century College in White Bear Lake, Minnesota. Upon completion, he became the first Nationally Registered Paramedic to work in the Bismarck/Mandan area. He was employed by the Bismarck and Mandan Ambulance Services from 1981 through 1983. In 1983 it became apparent that the two private services needed to combine their efforts in order to provide Advanced Life Support. Metro Area Ambulance Service, Inc. was founded in April 1983 by combining the two existing services into one ALS service with coverage of Bismarck and Mandan on a full-time basis. Todd assisted the ND EMS Association as a volunteer lobbyist for 3 sessions in Bismarck and was instrumental in the 1980's for starting ALS in this area. He also helped develop most of the State Laws now dictating pre-hospital care in North Dakota. Todd has completed his management training through the American Ambulance Association in November of 1999.Todd recently completed his first term in the North Dakota House of Representatives, serving on the Human Services Committee and Natural Resources Committee. During the interim, Todd is assigned to the Budget Section on Health Care and the Budget Section on Human Services.
